IRC is an internet wide talk facility developed by Jarkko  oikarinen in Finland in 1988. The IRC Service provides a way for many users to communication about a given topic.Each  communication occurs on a separate 'channel'.A user who creates a channel chooses a topic and specifics whether the channel is open to anyone or restricted to the group of people specified  by the channel creator.A user can request a list of the IRC channels currently in progress,and can choose to join one of the channels.
